In a case similar that it is probable an issue of not being logged into the right business relationship. Double check that you are logging into the correct Windows x account and not a guest account by accident, I can almost hope that is the issue yous are running into.

Please start log in to https://account.microsoft.com/billing/orders and make sure the game was purchased on your account. If it's at that place so make certain you're signed in to your PC using the same account. Launch the Store app and click on the 3 dots (...) in the upper correct hand corner.
